Before dealing with verks and improvements wa

think it will be well to consider the Government control

which, in our opinion, would be the most suitable to adapt,

as apart from our main proposals for works, certain further

arrangements will depend to some extent on the policy

adopted.

21.

The Harbour of Hong Kong is one of the finest

natural harbours in the world. The Government has not been

called upon to spend any money in providing artificial

shelter for largs ships as has been the case in so many

ether ports. The Harbour existed, and the trade of the

Part has been developed almost entirely by private enter-

prise.

22.

Owing to the expansion of trade, the developments

in size of ships, and the almost universal desire of

Shipping Companies to be able to bring large ships alongside

wharves, the time has arrived for the provision of further

facilities in the Part. In fact we notice that it in stated

in the China Sea Directory for 1904 - "Owing to the constant

"advance in the size, draught and number of the vennela

"frequenting the harbour, it is probable that the water

'space will soon be found inadequate for the berthing

"adoszmodation required".

22. Far the provision of moh fasilities, the use of
